For the majority of media Apps on your iPad or iPhone, movies (or other digital media) that you download to your iPad are very rarely also stored in iCloud - the download being local to your iPad.
Given that high quality movies and other downloaded video material often consume multi-gigabytes of data, duplicating this data in iCloud would rapidly saturate your available iCloud storage quota - the basic "free" allocation being just 5GB. While you can subscribe to additional iCloud+ storage plans (50GB, 200GB or more), this storage would not be economically utilised by duplicating this media. Instead of storing this media in iCloud, you can simply download it again to view offline should the need arise.
Don't forget, in purchasing movies and other digital media, your "purchase" is merely a licence to download/view the material while it remains available; you never actually "own" the download.
As already indicated by Allan Jones, you can determine how much of your local iPad storage is used by each of your installed Apps from iPad settings:
Settings > General > iPad Storage

All of these (there are dozens) are listed in the TV app on my Ipad as media I have purchased. They are not in storage on my Ipad (I looked). That means they are stored someplace else, where ever that is, I want to to how many byte/gigbyte/terabyte total they are.
Have you read the replies already posted here?
To reiterate and summarise previous replies, your "purchased" movies are not stored on your iPad - unless you intentionally download an item for offline viewing.
If you do download one or more movies to your iPad from your Library for offline viewing, a local copy will be stored on your iPad. Once downloaded, you can ascertain the size from iPad's settings:
Settings > General > iPad Storage > [name of App] >

They would only be stored on your iPad if you had downloaded them, they also would not be stored in your iCloud so they are not taking up any of your space.
The movies and shows are stored on Apple servers for whoever has purchased them to download again if they wish. For example if 2 people purchase the same movie, there are not 2 copies of that movie floating around somewhere taking up storage space, it is the same movie stored on Apple servers and only those that previously purchased it can download it again to their device. There is no option for you to view how much Apple server space is used for the combination of movies/shows you have purchased.
Do Settings > General > iPad Storage.

SO what is being said is that Apple cannot inform a consumer about the data size of individual purchases nor can a consumer check the data size without downloading the media from Apple’s servers to a device external to said servers?
Correct. There is quite a bit of information you do have access to about your purchases, but I just don't see where the file size of any purchase is shown. From what I see it is more about the date/time of purchase, specific item name, device purchased from, price, last played, etc.
You can certainly review the data that Apple stores on your account using the link below. I recommend using the File Guides link in that Support Article which describes the specific data for each category, but you can certainly just download all of it.

None of us work for Apple or could possibly speak for Apple, we can only help with what we see as available. To get an answer directly from Apple, you would need to contact them.

Assuming you mean purchases from Apple, no, that information is not available.
What is it you are trying to accomplish?

I found a way to know how much sapce your movie library would take up without having to download anytihng, but you'll still need to add up each movie's size.
In the Apple TV App go to the view menu, select "as List" from the top.
With the view set to list, right click or control click on the column titles and make sure Size is selected as a visible column.
With that done every movie will show its size as a 1080p HD download, or less if its in less quality. Then you can add those values up manually.

That is actually a great tip that I was not aware of on a Mac, do you know if it works on the iPad? I had checked on the iPhone and only see it as a Grid View.
No, this capability doesn't exist for iPadOS.
If you really, really need to know, you would need to download each movie and then see how much they take up.
There is no way to see the added storage they would take up otherwise.
For a general estimate, think around 10 to 12GB per movie in HD 1080p.

There is no such number you can look up. Download everyone of them to a HD and see how much storage space it takes up.

Don't believe the List view option exists on an iPad unfortunately. Or if it does, I have not been able to find it.😅
Ther only option in the View menu on the iPad is "Hide Side Bar".
Also, entirely forgot this was being done on an iPad. Whoops. Still a good option if there's access to a Mac .
