Cannot delete iCloud data from some apps

Cannot delete iCloud data from some apps.

Navigate to Settings > iCloud > Storage.
Select application to manage (e.g. iMovie).
Tap Delete Data From iCloud.
A "Delete data?" prompt appears.
Tap Delete button.
A "Can't Undo the Action" prompt appears briefly, then closes about 1 second later.
The Delete Data From iCloud button is now grayed out, with a infinite loading icon next to it.
Pressing back button then re-selecting the application puts the user back at step 3.

Notes:

Quickly tapping the Permanently Delete button on the "Can't Undo the Action" prompt before it closes does nothing.
- For apps that don't have this problem, this button does not close on it's own, letting the user select Permanently Delete.

It seems to be pretty random, and I’m attempting this because I’m trying to clear out some games from ~16 years ago.

Just a few samples:

iMovie
Ski Safari
Random Heroes
Pocket God
Doodle Jump

However, I think it is unrelated to the applications themselves. Since my original post, I tried again and was able to delete a single app’s data before observing this behavior with all remaining apps. Almost like a timeout or blocked operation is the culprit.
