Let it charge at least overnight in case the battery was totally run down and needs to trickle charge for some hours just to get restarted.

If you have access to another charger and cable, try switching to those and test.

If you start it up, check the battery condition:

Check the condition of your Mac laptop’s battery - Apple Support

If everything still fails or the battery condition is service recommended, you need to take it in to an Apple Authorized Service Provider for service. It probably needs a new battery.
