Can I use an Apple Gift Card for Apple Pay or convert it to cash?

Unfortunately no, federal and state banking laws and regulations prohibit it in most regions and counties. You’ll need to contact Apple Support in your country or region for specifics as they apply to you.

What you can buy with your Apple Gift Card or Apple Account balance - Apple Support

The Apple Support article Check your Apple Account balance - Apple Support says:

"About unused Apple Account balance

You can't redeem or return Apple Gift Cards, App Store & iTunes Gift Cards, or unused Apple Account balance for cash, except as required by law. If your jurisdiction allows for refund of redeemed gift balances, you can contact Apple Support [ Contact - Official Apple Support ] to request a refund. When you contact Apple, include the primary email address that you use to sign in to your Apple Account."

The article above lists some exceptions, except I believe they are limited and only if you have redeemed a card and have remaining balance. You cannot trade in a card for cash, though you could try selling it if it has not yet been redeemed.

So if you receive a gift card for Home Depot would you expect to be able to use it at Walmart or convert it to cash to spend on something else? Of course not. That’s not how gift cards work. Apple gift cards can only be used to purchase Apple products and services after being redeemed into an Apple Account. That’s it.
