Cannot drag Voice Control window to a fixed corner in macOS

I have a document that seems to come from the sport community about voice control it says"if you use voice control often you can drag the voice control window to a fixed corner so that it is out of the way"

I can't seem to drag it anywhere I wonder if the is something that was available in previous OS systems before OS 27

I would appreciate your help
