itunes login on my laptop not working, but works fine on my iphone

Issue:

I cannot sign in to the iTunes Store to purchase songs on a Dell PC running Windows 10 Pro 22H2 with iTunes 12.13.11.1 from the Microsoft Store.

Symptom:

iTunes displays: “There was an error connecting to the Apple Account server.”

Confirmed tests:

  • The Apple Account works in a web browser and on an iPhone.
  • A song was successfully purchased on the iPhone.
  • The same iTunes error occurs under a second Windows administrator account.
  • iTunes was repaired and restarted.
  • The iTunes Store cache was reset.
  • TLS 1.2 and Windows date/time settings were checked.
  • DNS resolution and an HTTPS connection to Apple’s server were successful.

Constraints:

I need to preserve my existing iTunes library and playlists. Please do not recommend resetting or uninstalling iTunes without explaining how to protect this data.

Requested diagnosis and next steps:

Please determine why iTunes for Windows cannot authenticate with the Apple Account server and provide safe troubleshooting steps or an appropriate escalation path.

I can login to my iTunes account on my phone to make purchases.
