Safari fails to open local .webarchive files

I'm having trouble opening a local . webarchive file in Safari.

macOS version: macOS 27 Golden Gate 27.0

Safari version: 27.0 (22625.1.29.11.27)

Steps to reproduce:

1. Double-click a . webarchive file in Finder

2. Safari opens but tries to interpret the file as a website URL

3. The page fails to load

What I've already tried:

- File → Open (⌘+O)

- Dragging the file into a Safari window

- Changing the default "Open with" app to Safari

- Renaming the file to remove special characters

I'm still on macOS Sequoia but using Safari 27.0. I'm able to save a web page as a .webarchive and I can open it by double-clicking it in Finder. It opens with the "file://" protocol in the Safari address bar ("file://" followed by the path to the file).

I understand that webarchive files can be problematic (https://eclecticlight.co/2025/11/23/last-week-on-my-mac-the-mystery-of-safaris-web-archives/). Try to create a new one and see if you can open it.
