Safari displaying inconsistent behavior

Safari acting like 2 different browsers, my public window doesn’t have any extensions, my private window using the same profile and everything has extensions and even loads with risks on iCloud.com, Why does Safari think is a risk reloading iCloud.com

It doesn't think there's a risk. Safari offers the option of reduced privacy protections when in private mode because in private mode no cookies or history are saved or shared with prior sessions so the risk of privacy leaks is minimal and the protection isn't really necessary. Safari's privacy protections can sometimes prevent websites working properly which is why there's an option to not use them.

There are no "extensions" - it's just a different front page for iCloud.com.
