Lost my IPhone 17 pro. Have insurance so locked it and all data was erased. Waiting for new phone to arrive and found the original phone. I want to unlock it and restore data but don’t know how,

You're going to need to reach out to Apple as once you filed a claim on your lost, but now found iPhone, it was really locked. Apple will have to assist you as you likely cannot restore your iCloud backup to the phone. If AIG is the insurer, they also very likely blacklisted the phone from being able to connect to a carrier again. This isn't likely as easy as you hope.
