Business Manager not showing correct iCloud storage usage

Apple Business Manager shows most users not using any iCloud storage for their managed accounts even though I know that to not be the case, even iCloud.com for those users shows usage of storage. iCloud services is turned on in ABM and they are signed in only with their managed accounts on their managed devices. There are no profiles restricting iCloud at all installed onto the devices. I'm kind of at a loss as to what could be the issue.
