Guys do you have any solution when you encounter this trying to connect your gcash as payment method , i don’t have even pending charges or what in my apple account but still getting this kind of error message. check my screenshot below

Are you in the Philippines? From what I've researched, you can only use GCash as valid payment for the App Store there. Outside the Philippines, you evidently can't. Thus you'd need to add a valid credit card to your Account.
Your screenshot shows that GCash is selected as the payment method.
This means Apple's payment system is currently unable to process your request to add or update the payment method for your Apple Account. It does not necessarily mean that you have any pending payment or charges on the App Store..
Country or region mismatch: The payment method must meet the requirements for the country or region associated with your Apple Account.
