What "Sites" folder? Where are you seeing this folder?
There is no default sites folder created by the Golden Gate OS. In older versions of macOS a Sites folder would be created for the local apache server included with the Os, under a users's home folder but Apple has long since stopped doing this.
If you are seeing a sites folder somwhere, explain where.
If it's a folder in your User profile folder, you can try to drag it to the trash can.
If you have recently installed something like MAMP or other web server software it may be related to that and you would need to refer to the software's documentation for how to remove it.

In that case it was probably created by an older version of macOS that still did that, and has been dragged along.
Yes, you can delete it by dragging it into the trash icon on the dock and then emptying the trash.
