Go to this page: iTunes - Apple and make sure to read the notes below, otherwise you may end up with the version you don't want:
On that (linked) page, make sure to scroll down past the Get it from Microsoft button, to the very small text saying Looking for other versions? macOS > Windows >

Select the Windows option, which will take you to the download. Note the following:
- Once downloaded and installed, you can tap the iTunes Help/About to confirm that you do have that version
- Once iTunes is installed, ensure that you do not choose the apps Apple TV, Apple Devices and Apple Music options, as they will prevent you from using your own library. If they do get installed (for any reason), you can uninstall them and then use your library
- Also note that the Apple Music subscription service (yes, I know, same name - different function) will also prevent you using your own library. Do not subscribe to it unless that is specifically what you want
- The version of iTunes from the Microsoft Store (the big black button in the screenshot above) is very slightly different to the one directly from Apple that I've linked to. One of the differences is that the Microsoft Store version updates automatically and consequently it does not tell you which version is in use (since it is assumed that it's always up to date)
