That usually appears when you try to use a sticker, and go into the Sticker options tap on Edit and then tap on the "Get Stickers Apps from the App Store" option. As such its not actually an ad. Its the way to get more apps with stickers.

Otherwise, there is no real conceivable way for that to show up in normal usage.

To get rid of it, just swipe it down from the gray bar.

When I click on the person in iMessages, then I click on the little plus sign next to the message bar. I used to get a page with a menu on it and I click on App Store which gave me pictures of whatever I wanted, like good morning or dogs. I no longer get that menu, I get the pop up ad from the App Store and I can’t get rid of it.

That has never been the case for me. Even checking on an older iPhone X running iOS 16, choosing the App Store in messages brings up the Sticker page you referred to for downloading a sticker apps in the App Store. If I want to choose a Sticker on my device, then I select the Sticker option after pressing the "+" button.
