You fix this problem by replacing the screen. The screen was on the verge of failing before the update. The extra stress of restarts pushed it over the edge.

About $400 (U.S.) at the Apple Store / Genius Bar or an Authorized Apple Service Provider (AASP).

Add about $100 if the battery is in need of replacement. It probably is if you have not yet replaced it.

If you still have AppleCare+ in effect on your iPhone, the screen and battery will be replaced for a small deductible.....usually about $29.
