Safari favorites deleted from iPhone due to syncing issues.

I have been having syncing issues between my iPad & iPhone fir several days.

Yesterday (10/25) along, I had added & moved two (2) favorites/bookmarks on my iPad.  The newly-added favorites/bookmarks appeared on the iPhone but had not moved to the new locations I had put them in on the iPad.

Today, (10/26) I had duplicates of everything on both devices & very oddly places in the cluster of favorites/bookmarks.  I had spent several hours fixing everything on the iPad.

With the so-called “help” from Apple’s support chatbot it had me go to Setting > my name > iCloud > See All then turn “off” Safari & turn it back “on”.  It did not fix anything but completely deleted everything from Safari.

At the current moment, I have everything correct on the iPad but absolutely nothing whatsoever on the iPhone.
