Pop-up gray line prevents editing in Numbers on iPad

i get a pop up gray line when trying to edit. I cannot edit anything below that line. If I scroll the cell to above that line I can edit.

It becomes an issue when I am trying to set a condition . The pop up line can be seen here between row 54 and the formula box which is below the line where I want to add an addition with another cell. See attach screen shot.

How do I get rid of this restriction? Ie the pop up gray line
