In order to update, your phone needs to be charged higher than 50%. Plug your phone in to charge and then try to verify the update. I keep my iPhone on charge the entire time it is updating.

Your device may not be connected to the internet, or the Apple Update Server may be down

Wi-Fi Assist is on by default. This will automatically switch to Cellular Data if the device is not connected to the internet.
