Cannot create Apple Account in Vietnam: 'Your account cannot be created'

Title: Unable to Create Apple Account in Vietnam – “Your Account Cannot Be Created at This Time”

I’m trying to create a new Apple Account for my 16–17-year-old sibling in Vietnam, but keep encountering these errors:

“Could Not Create Account”
“Your account cannot be created at this time”

The errors appear either when entering my phone number to receive the SMS verification code or at the following consent step.

Devices tested:

iPhone 13 Pro (latest iOS)
iPad 9th generation (latest iPadOS)

Additional details:

Using an active Viettel (+84) number, which has worked normally for years and can receive OTPs from other services.
Number format is correct.
Tried on both devices and Apple’s website.
No errors related to username or password.

Has anyone experienced this issue in Vietnam? Is it related to phone verification, account creation limits, or something else? Any suggested solutions?
