System Preferences and Mail "?"

I am having issues with opening my system preferences and mail it is coming up with a silhouette of a "?" and will not open I am a new mac user and got this off someone i know and it hasn't been able to open since. I took a screen shot of it here is the link

Those icons indicate that the system cannot find the applications. You must have moved them, or trashed them. They are normally located in the Applications folder. You can drag those "?" icons out of the Dock, and then go into your Applications folder (or wherever those apps are) and drag them into the Dock). It's a good idea to keep all of your apps in the Applications folder.
