iPhone speed issues @ Mexico with Telcel

I just bought my iPhone 4 with one of the mobile carries here at mexico, and so far I have no problems with the iPhone, it is just great. My antenna bumper is on its way to decrease (fix) the reception issue, but I have noted that up/down speeds are quite slow. Not that slow to surf on the net or to chat, but if I want to connect remotly with my PC, or to send large quantities of info using my iPhone, it takes forever!!!, it seems I am using a Dial-up connection.

Using the Speed Test appl from appstore I have got the following measurements:
Do: 0.26 Mbps ~ 272 kbps (or less)
Up: 0.05 Mbps ~ 58 kbps (or even less!!)

Is this a problem also with the antenna? Or is it a software limit function?

If you have good reception, this can be caused by a number of factors. How many other iPhones, phones in the smart phone category, and laptop connect cards with the carrier are actively accessing the internet at the same time that are connected to the same tower, and this can fluctuate depending on the time of day depending on how many Telcel subscribers are actively accessing the internet via their cellular network at the same time.

Is this a 3G network connection? If so, have you contacted Telcel customer or technical support to see of they are having a temporary network problem with their 3G network in the area?

Well in fact I have not contacted the Telcel carrier yet, since I though this was a hw problem instead of carriers. But I have tested my iPhone at different times, yesterday I used it at 2AM approx, and speeds were in the same range, and I was in a different Radio Base (I was at home 100 kms away from work), and at work at 8AM, 12AM and 6PM the speeds are almost the same :S

And yes, it is a 3G network, there is no "E" on my iphone's display when I am connected.
