For this particular software combination, KeyRemap4MacBook is used to keep the Caps Lock light always lit, which apparently is needed on some (but not all) Mac keyboards to avoid delays between pressing the Caps Lock key and the key doing something; and PCKeyboardHack is used to make the Caps Lock key function as a different key — preferably one that is not already on your keyboard. Once that is done, open System Preferences → Keyboard → Keyboard Shortcuts → Keyboard & Text Input, and change the “Select next source in Input menu” setting to the key that the Caps Lock key is emulating.
I don’t know how many other software packages allow remapping of the Caps Lock key, so if you don’t have some type of MacBook, you’ll probably need to use a search engine to find a package that will work with your Mac.

I would be surprised to find there is a way to use Capslock as a hotkey like that. But I think the character output of a layout with capslock on can be modified using Ukelele -- this is commonly done with Native American language layouts like Cherokee.
