I can't use startup key combinations

I tried to start up as a single user but the combination cmd-S did not work. As I was mucking around with the issue I realized that that NONE of the startup key combinations work. As if the keyboard were not connected, or something. I do not have a problem with the keyboard during the normal use of the computer.

I disconnected all peripherals, fixed permissions. Any suggestions for cause and solution?

Do you have the firmware password enabled? That will disable startup options. Try starting with Option pressed and see if it asks for a password.
