if i download all my apps on my iPod right now to my iTunes, then when i get my new iPod, will the apps transfer to the new one?
Yes, except for any which are specifically listed as incompatible.
Also, is there ANYTHING that would be left behind on my old iPod?
The Transfer Purchases operation doesn't erase content from the iPod or other device. If you want that, restore it afterwards.
Apps can't be transferred between iPods without going through iTunes, but they can be freely redownloaded.

i plan to get the 4th gen iPod touch, and i am glad that this question re transferring apps from iPod to iPod was asked. now, i know that i don't have to worry and my apps in present iPod touch won't get lost when i move on to the newer unit.
thanks for the help.

well when you say that im guessing you mean how do you reset the iPod? like make it as if it was new, no apps or anything, this is what you do:
If you want to erase absolutely everything(music, settings, photos, movies, etc.)
(In the iPod you:)
1.Go to "Settings"
2.Go to "General Settings"
3.Scroll down to "Reset"
4.Click "Erase All Content and Settings"MacBook Pro(iPod 3rd Generation), iOS 4
