When using safari on the iPad, I don't have the menu bar i.e. Tools, view, etc. I can't set a homepage, etc without it. How do I get the safari menu bar?

    There is no menu bar. It's not a desktop browser with drop down menus.

    There is no home page setting. You can add your homepage link to the bookmarks bar and tell it to always show it, so it's only a click away.

    Any options for Safari are in the Settings app under "Safari"

    You should consider using an alternative to Safari on the iPad. I would personally recommend Atomic as being by far the best browser. With it you can set your home page, use tabs, search on page and lots of other things you can't do in Safari.
    However, there are a few others. Check them all out in the app store.
