Which service provider? Email or Cellular? See If you can’t send or receive emails on your iPhone, iPad, or iPod touch - Apple Support. You may need to use your carrier's SMTP service for outbound email if your email provider doesn't allow a secured connection to SMTP.

I have entered username and password in the outgoing mail SMTP fields & verified all field values with service provider but still getting outgoing mail failure / server does not allow relay. Have deleted & readded the email account, no success. Any other suggestions?
I struggled for ages entering and re-entering settings for the outgoing mail server and continually got thus error. I also tried deleting and recreating the account. What finally worked was switching off the default server and creating a new outgoing server with the same settings.
Go into setting>mail>your account>Outgoing mail Server SMTP>Primary Server then turn Server ON and fill in both User Name + Password under Outgoing Mail Server.
