Your email provider is blocking outbound email unless connected to their backbone (when on your WiFI you are on their network). Many email providers to this to stop spam people from relaying mail through their servers from outside the network.

Go into Settings/Mail,Contacts,Calendar and tap on your email account. Scroll to the bottom and tap SMTP. Tap *Add Server...* at the bottom. Here you enter your carrier's SMTP (outgoing) server WITHOUT user name or password, or your ISP's SMTP server WITH user name or password (enter whichever one you don't have installed already).
As an FYI, it is the internet service provider being used for your internet connection at the time that blocks the use of an SMTP server that is not authenticated. Most, if not all internet service providers block the use of SMTP servers that are outside of their network or not provided by the ISP being used for your internet connection at the time unless the SMTP server is authenticated. The email account provider is not doing the blocking.
Except that in my case, I had to update the accounts on my computer first and then resync them for it to take effect. It wouldn't work otherwise. I have no idea why but it seems to be the case for all the people I helped with this.
Go to Settings>Mail, Contacts, Calendars>*Your Account (I presume Tesco Account also make sure when you click on this the account is turned "on" at the top)>SMTP>Add Server then under Host Name enter - mail.tesco.net - you may have to enter your username and password but as they are your provider you may not need to. Once you've entered all that ensure that it is turned on. This should allow you to send emails via the Tesco network when you are out and about.
Actually, you should not CHANGE it, you should ADD a 2nd SMTP server from your wireless carrier. The phone will then try each SMTP server until one succeeds.
Normally, if you change the SMTP settings of your ISP mail to add password authentification, it should work. You might have to do this through iTunes and resync your accounts, though.
I thought the email account provider must support authentication for their SMTP server in order to use it. I wasn't aware you could arbitrarily add authentication for an SMTP server unless it is supported by the email account provider for the SMTP server.
1. When connected to your WiFi network you need to configure an SMTP server on your iPhone that is managed by your ISP. This will usually require authentication (username and password), but not always - it depends on the ISP.
2. Some ISPs will allow you to connect to their SMTP server even when not on their network. If they do they will definitely require username and password. If yours does you are finished, you can use your phone both on WiFi and over the cellular network. You should check with your ISPs support or their web site to find out.
3. If your ISP does not allow use of their SMTP server when not on their network THEN you must add an additional SMTP server, the one supported by your cellular carrier. This one almost never requires (or allows) entry of username and password. You will thus have 2 SMTP servers defined on your iPhone. When you send email the iPhone will try the SMTP server at the top of the list first, and if that fails after a couple of minutes it will try the next one on the list.
