Private Frameworks?

I have a folder called Private Frameworks in my System Library files. I don't know what it does or why it's there, but I noticed that it has several frameworks that Apple Developer says are outdated and superseded by new system, such as Open Transport Framework, URLAccess Framework, Open Directory Configuration. If these are superseded why are they loaded on with Snow Leopard?
