keyboard setup assistant keeps popping up

I have macbook pro.
I'm using a bluetooth mouse, razer orochi. I'm not using any external keyboard.

Everytime I connect the mouse, the "keyboard setup assistant" window keeps popping up.
This includes during login screen.
Also whenever I turn it off and on again the "keyboard setup assistant" keeps popping up.

how to disable or get rid of it?
