Voiceover Kit for iPod v. 1.3

For over 6 months I have been in an endless loop of installing the Voiceover Kit for iPod v. 1.3. The Apple Software Update program opens up and says I can install this. The installation will run with no error messages, and then says that my software installed correctly. Then Update will immediately say that Voiceover Kit for iPod v. 1.3 is available for installation again! I am running Windows 7 64 bit with 64 bit iTunes (now v. 10), I have an iPhone 4 and the "buttonless" iPod Shuffle.

I've tried the installation with devices connected and disconnected. And I've tried it with all iTunes services and processes stopped.
