Control Panel locked - why and how to unlock?

I am trying to get Open Transport 1.1.2 running on OS7.5.3 (IIfx) - I have the AppleTalk and TCP/IP control panels available BUT when I click to open the TCP/IP control panel I get a warning box "this is locked or in use" To my knowledge nothing else is using the TCP/IP CP, how do I unlock it?

Old OS stuff, Mac OS 8.6 or Earlier, Restore and use the olde stuff

If you are running a Performa version of Mac OS, it has a few extra locks. My recollection is that they are found in General Control Panel. The innocuous-looking "Protect System Folder" may be the culprit.

Otherwise, try a Restart before you jump to any conclusions.

Then set the User-Level (in TCP/IP Control Panel) to a Higher Level, such as "Advanced".

You must close the Control Panels and Save changes before anything takes effect.

Thanks for the suggestions, I found the "locked" in the General Controls, sad to say nothing was locked 😟
Sadly I have no access to the TCP/IP Control Panel so how do I change the user level to Admin? If I hightlight it, no other access seems available, and clicking just brings up the warning "either locked or in use by another application".
However it may be the DaynaPORT E/II is not talking to my router, the little green LED on the DynaPORT flashes, is it supposed to come on solid when connection made?
I have tried reinstalling the Dayna driver (currently v1.2.3) to no avail. Gee.

Thanks for the suggestions. I booted from CD and ran the HD First Aid, there was an error and fixed it but still no access to the TCP/IP Control Panel.

So I made floppies of Open Access 1.1.1 and installed that (over 1.1.2) and at least now I can open the TCP/IP Control Panel. But still the DaynaPORT E/II card doesn't see my router. The LED on the card now flashes at a different rate so I'm wondering if the problem is between the card and router as the LED on the router is not lit at all. Connecting via my 4400 the router lights to say connected at 10Mb/s, I have heard some of the Asante cards won't work on a modern router, so maybe this is the same problem?

I think it's a bit sad responding to your own posts! anyway the solution is why I'm here.

1. The Dayana card doesn't understand the 10/100 chit chat provided by the router on connectup, hence why the LEDs don't light. Now fitted a 10/100 Asante card and LEDs lit, but no internet yet, see 2.

2. Re-installed OT 1.1.1 from OS 7.5.3 CDrom (still no connect) so installed the update to 1.1.2 and that did the trick.

iCab now runs fine on the old IIfx. Files transfers over my local ethernet is way fast! nice.
