How to move apps from itunes to iphone

How can I move apps from iTunes to iPhone?
I just bought Plant vs Zombie from my iPhone but then I got problem with the download and asked to download from the PC, I finished downloading and how to copy to my phone? I'm using my mom laptop (windows xp), usually i use windows 7 and I think most of the time I just drag and drop,

I already authorize and Sign in

another question Can we share apps between iPhone? different itunes account

Go to the apps tab, select sync apps, select the apps that you want to sync.

Apps can be used with only one account. You can sync to more than one iphone from that account, but the app will not transfer to another account.

before I can't find the apps for the iPhone at the device. Finally I find it.
but some more question This is my mom laptop im using to download the apps how can I move to my computer? Can I just use my iPhone? or copy the .ipa from windows explorer. and Do I need to delete the apps in my mom laptop?

and My brother got iPhone can I share it to him? because the app already in the computer
