K what I figured out was if you go to camera and switch to video then take a small video then it will shut off.

My phone was on the table and when I just went to pick it up the light/torch was on! Never happened before and I only got my iPhone 4s three weeks ago. Nothing worked (quick slaps, a fake drop on the table), and just then I tried taking a photo with flash -- it took it, and the light is OFF 🙂
Feeling like a genius.
Had my iPhone in a ziplock bag while riding a wave runner. It got slightly wet. The light will not go off. I did everything that has been suggested here but none of it worked. I intended to just replace the camera module at the Apple Store. In the meantime, I kept the phone submerged in rice and oats. After about 24 hours, the light went off and it works fine now. I guess it just needed to dry out. Good luck.
Problem solved by shaking and two times slightly clapping on a table. Certainly a hardware problem. Hopefully it stays OK.
Please press hardly on the back camera... flash will off immediately then go to camera and switch off the flash.... it will work
I had this problem after I dropped my Iphone 4 in the toilet. It seems to be fine otherwise but the light on the back of the phone would not turn off. I tried using the camera flash, and turning the phone off and on, but these did not work for me.
The solution that worked for me is that I downloaded an app, "Light - LED Flashlight" by Jason Ting from the App Store . In this app, I opened the settings and there is a setting "Light on by default" which was checked. I un-checked it and the light turned off!
