Questions about iTunes U content approval and ownership

Greetings, all. My university has finally decided to establish an iTunes U presence and I was asked to look into how other institutions and universities handle the issues of content approval and ownership, so I am seeking input on the following questions.

How do larger institutions handle content submission procedures and controls for both public and private content?

Who has ownership of the submitted content?

How is copyright material addressed?

I would appreciate any information, wisdom and other tips that might help us get things up and running. Thanks in advance.
