iTunes App Syncing Issue - White Blank Icons for iPhone

I just upgraded from my iPhone 3G to an iPhone 4. After restoring my backup, I noticed that a lot of applications weren't restored to my new phone. When I looked in the App Library on iTunes, I noticed that 50 of the 60 apps listed in there show as blank white icons. They are set to sync on the phone, but for some reason they are not coming over. My iPod touch syncs correctly so far, but not sure what is going on.

I hvae updated iTunes to the latest. Restored my phone again. Restarted computer. What else can I try?
