Do I know of any application that can open this, yes --- any virtualized installation of Windows that includes an installation of

Windows only, spiteful.
I actually am beginning to really dislike this file format, it is Windows only and yet, it is being used by my local council to store .pdf files [http://www.leeds.gov.uk/files/Internet2007/2010/47/licensing%20applications%20 received%20as%20at%2015%20november%202010.pdf], as it can act as a CAB compressed wrapper for EMF , that's enhanced meta files, which can contain either snapshot views of Access database reports or indeed database objects, like pdf files. That precludes access, pun intended, from not only non Windows clients, but also Windows clients upon non Windows Server facilitated TCP/IP protocol suite environments, in short networks with internet access. - Restrictive and restricting is what it is .
This in the instance I am complaining of,is actually in contravention of the FOI Act in the UK and is really bad computing practice and web development to use .snp as a kind of alias to the object that most web developers would simply make available as an explicit URL. I mean .snp, it's not even a templating language extension for goodness' sake.
I despair sometimes of what is done for us using our taxes and rates and I bet your difficulty derives from a similar ignorance being exercised on someone else's part to your inconvenience.
This quote below BTW comes directly from the msdn site .
"At the present time there is no documentation on SNP headers, with none planned for the future. SNP files are an older format and as such they may have inconsistencies with regard to the MS-EMF specification."
So even MS doesn't like that brand of their dog food 🙂
