You do not have a choice about the use of permissions. Mac OS uses them. You may set them to be permissive. Look at the permissions on your home folder & enclosed files & folders. Verify that they are all the same.
to find out your current uid & gid, use the id command
Macintosh-HD -> Applications -> Utilities -> Terminal
mac $ id
uid=1000(mac) gid=20(staff) groups=20(staff), 0(wheel), 81(appserveradm), 79(appserverusr), 80(admin)
mac $
This terminal command will tell you the permissions of all files in your home directory. It may be a very long listing!!! Change mac to your short name. The R causes all enclosed folders to be listed
mac $ ls -laR /Users/mac
total 489640
drwxr-xr-x 82 mac staff 2788 Sep 15 22:22 ./

Should you get permission errors on the listing, you need to prefix the sudo command.
mac $ #The sudo command will ask for your administration password. No characters will appear when typing your password. Press return when done typing.

You could use batchmod to change all permissions in your home folder. Your home folder is /Users/your
shortuser name. Its your uid. In my case mac
Perhaps you permissions got messed up when you migrated to Leopard. You need to verify that you have a consistent set of permissions in your home folder. Mac OS X uses Unix permissions & acl's.
