Can't add ring tones

I've purchased ring tones via the phone and via iTunes but when my phone is connected, there's no option for ringtones and iTunes puts my ringtone into my music folder.
Why can't I and how do I get access to my ringtones? My son's iphone has an option for ringtones for his iphone 3 but I don't for my iphone 4.
