Want to download iMovie - won't let me!

iMovie is part of the iLife suite of apps. More than likely one of the versions was installed on your machine when you purchased it.
But "upgrades" to the software will require a new (separate) purchase.
If you really have version number 4 (current is version 8) then capture from the "iSight" camera may not be possible.

iMovie should have come bundled with your MacBook Pro  Mac OS X (10.5.1). If necessary, you should be able to reinstall it from the disk that came with your MBP.

All I really need is the ability to record video from my built in webcam.

You must have iMovie HD 6 or later to record iMovie from built-in iSight.

This is NOT iMovie, but Photo Booth (bundled with your Mac OS 10.5) can record video from your iSight.
