odd shared computer showing up in finder

i recently (within past few days) noticed that in my finder window...a new item appears under the shared section. Its got the icon of a PC, and it has the name: 209-99-13-121, and if i "get info" it says its a PC server.

I have no idea what this is, and no matter where i go its always there. my home network, my work network, when traveling, etc.
if i select it...it tries to connect, and then says error connecting.

any way i can find out more info on this, or where its coming from and why its on my shared list?

also...how do i prevent my computer from showing up on others computers like this, but still allow me to share my files/etc.?

work: 15" MBP 2.66 ('09) - 4GB RAM, 500GB HDD (7200RPM), Mac OS X (10.6.4), play: MacPro QuadCore 2.66 ('09) - 8GB RAM, 8TB HDD (7200RPM)

I have been having a similar problem, First time I noticed was last week a computer showed up called tom-ibm. I could see their shared folder with music and pictures in it. Then tonight it happened again, but this was a different name, unattended. Then a second computer showed up, but with both I was unable to connect to them. I have all my sharing turned off. We have changed passwords for the users on the computer and the router too.
Did you ever figure out how to fix your problem?
Thanks
