Can't connect to internet wirelessly with extreme base station

Airport sharing is when you activate internet sharing under network settings so other wirlesss apple devices that use airport can connect to say your laptop singal if the laptop is connected directly to the modem.
I have the ethernet cable connected to the router and modem only and the goal is to get my laptop and ipad to connect wirelessly to my airport network that I had setup using the airport utility.
