The available option you used/selected is "Upgrade Mac OS X" which is an easy or simple upgrade but regardless, the Setup Assistant should be provided or is only provided when turning on a new Mac purchase or when performing an Erase & Install of any OS X version.
Assuming you didn't check the hard drive for any directoy problems with Disk First Aid repair via Disk Utilities when booted from the Tiger install disc and/or you didn't disconnect any external peripheral devices except for an external keyboard and mouse (if used with your TiBook), check
Resolving Disk, Permission, and Cache Corruption for system troubleshooting procedures and when doing so, follow all steps/instructions in the order provided.
Is it also safe to assume you didn't create a backup of all important data before installing Tiger which should always be the first step before installing a major OS Upgrade such as Tiger and before installing any major OS Update to Tiger?
