After performing a factory default reset of my Airport Extreme, the station refuses to let me configure it. Whenever I try, the Airport Extreme Admin Utility (Windows) replies "An error occured while trying to access the base station. Make sure your network connection is valid and try again", plus the error code -4.
Since I am surfing using the base station, I'm guessing my network connection is not to blame.
I've tried with the "public" password (and any other passwords I could think of, including no password at all).
Any ideas, mac wizards?

The Windows Firewall and Anti-Virus applications tend to block AirPort Utility from connecting, so you might want to check "exceptions" in the firewall application and the corresponding tab on the anti-virus program to see if that helps.

Unfortunately, it did not. But thanks for the suggestion! I definitively need to keep a closer eye on the Windows firewall, because I suspect it has been the cause of other Windows shenanigans 😉
