Setting to always show Finder toolbar in a new window?

Is there a setting that will force the Finder always to open a new Finder window showing the toolbar? For some reason, most (but not all) of my windows seem to open with the toolbar hidden. I click the oval, the toolbar appears, I close the window, and, when I reopen it, the toolbar is hidden again.

I want the toolbar to appear every time.
