Bookmarks Sort Issue

I have an intermittent issue with the sort order of Bookmarks.
Sometimes they sync in the proper order, as in IE: Alphabetically, folders first then individual bookmarks.
Other times they sync alphabetically, with folders and individual bookmarks mixed together.
Occasionally I can resync to resolve this, but this morning I could not.
Ideas?

iPhone 4, iOS 4, IE8 and iPhone current OS
