odbc drivers

I hope I'm on the correct list. If not I apologize. I have a third party application (JMP) that I need to read dBase files. The files are on a govt web site so there is no hope of getting the agency to change the format. It does not read dBase files and the tech person said that odbc drivers should have come with the operating system. Huh? So is there a site at Apple where I can download ODBC drivers for MacOsX or am I being brushed off by the tech person? Thanks.

I tried this search at Google: "odbc" +"drivers for OS X" (include quotes) which produced around 3700 results you can comb through. I'm not sure where you find them nor use with what application unless you were to try MySQL or something similar.
