Also if you are simply doing Alt + open iPhoto to switch between iPhoto Libraries, I recommend a free tool called iPhoto Buddy. Give it a try. I use 'iPhoto Buddy Menu' quite a bit.

Yes moving pictures from a library (aka iPhoto Library) to another library is different from moving pictures from one album to another. Terminology issue I guess.
Assuming you are not in a smart album and not trying to send to a smart album, you should be able to just select the photo you want to be taken from Album 1 and drag it over the Album 2 title on your left panel. You will then need to delete those photos from Album 1 (if you only want the photos in Album 2), but it will copy those photos from Album 1 to 2 by just dragging it over, seeing the "+" sign as you drag it over the Album 2 title. You do not need iPhoto Library Manager for this.
