Actually, quite a few have been.
By way of experiment, perhaps try updating your Windows Root certificates.
In Windows Update, click the "Custom" button. Under Optional, Software select the Update for Root certificates October 2010 (KB931125). Install that one.
After that quit and restart iTunes and try going to the Store again. Any better luck this time?
