There is a folder, labeled safari, but it u try to open it reads "there is no default app specified to open the document.

It sounds as if the Safari app may have lost its 'bundle' id. An app is actually a folder
with the various components of the app within in, specially marked so that finder
treats it as a single item & runs it as an application when double-clicked.
If that's the case here - inside the Safari folder you'll see a contents folder,
and inside that a MacOS folder... & within it a file named Safari with a 'black screen' icon :
/Applications/Safari.app/Contents/MacOS/Safari
double-click it and a (scary looking) text window will open, followed by Safari itself - if that happens (which is good), drag the odd-looking, black-screen-icon Safari file next to the trash in the dock (making a dock shortcut), so that it's easy to get again, & let us know... we can then hopefully use Safari to get Safari fixed up ๐
