Clear iPhone's Memory? Fresh Restart?

I want to clear the iPhones memory, not just for safari, but for the whole phone in general.
is there anyway to accomplish this?
I have tried 'Hard Resetting' to no avail, any other suggestions?

What, exactly do you mean by that? Do you want to completely erase all data on your phone?

Plug it into a wall outlet if not a 3GS or iphone 4(can take several hours), then: Settings>General>Reset>Erase All Content & Settings.

My apologies if I did not make it clear enough. So let me try again.
I just want to clear the "cache" of my iPhones memory.
NOT completely erase the WHOLE memory from existence. Just the 'cache'
When the 3Gs were having problems adjusting to the 4.0 OSX it was recommended that they hard reset 3X in order to clear the 'cache' and have it run a bit smoother. I tried that with the iPhone 4 and it doesn't do anything at all. I want it so if you reset the phone the 'cache' is cleared and the apps in the multi tasking bar would be gone once started up again (I know you must press the X on each app in order to successfully close them all) but is there any way we can just clear the cache of the iPhone? Like in general?

Except for powering your iPhone off and on and/or an iPhone reset, no.

Apple doesn't use the term "hard" in regards to an iPod or iPhone reset with any of their documentation. An iPhone reset is similar to a computer restart.

It is not a multitasking bar with iOS4. It is a fast app switching or recently used apps bar or dock. All apps in the fast app switching or recently used apps bar or dock are not running in the background. The number of apps that can run in the background are very few and far between. Removing the overwhelming majority of apps from the fast app switching or recently used apps bar or dock accomplishes nothing.

+You’ll remember this question for the OS 4 keynote Q&A session:+

+Q: How do you close applications when multitasking?+

+A: (Scott Forstall) You don’t have to. The user just uses things and doesn’t ever have to worry about it.+

+A: (Steve Jobs) It’s like we said on the iPad, if you see a stylus, they blew it. In multitasking, if you see a task manager… they blew it. Users shouldn’t ever have to think about it.+

+You can manage your apps manually in the hidden dock by removing them, which sends them to the closed state, but what Steve said still holds true…the users don’t have to think about it. A regular user on OS 4 can get along just fine without closing apps manually or even looking at the hidden dock at all for that matter. All the operations of managing the apps for memory and CPU concerns are taken care of automatically by system, so there is no advantage to closing them yourself.+

If you do a hard reset, the apps in the fast app switch bar (multi-tasking bar) will still remain in there. But keep in mind that if you do a hard reset, all apps are closed but the app still remains. The only way to get rid of them is to remove them from the fast app switch bar manually.

There is an app called "System Activity Monitor (this is what I'm using and it automatically clears up the ram space)" or search in the App store, there are few apps out there that does this for you, but it does not remove the apps from the fast app switch bar.

"iHeart radio" was not working in the background. That is, the app had to be up front to work on the AT&T or my home wifi network. I wrote a note to iHeart radio support and they suggested a power off/on to "clear the memory".

This suggestion worked, and AppBox Pro showed my iPhone 4's memory falling from 97% to 30-some odd percent after the off/on cycle.

Is there any other way to clear/reset the iPhone 4's iOs 4.3.5 (8L1) operating memory?

That's a shame! I only know of istat but don't use it anymore because I've turned to doing a non-Apple certified thing. (I had no other option. My iPhone was a gift bought from another country; not well thought out obviously), but things work smooth for me and I have "other ways" of freeing up my RAM.

Maybe, but at the rate their going, the iPhone 8 is another 8 years away! (2 models per number? 3G/3GS, 4/4S).

Anyway, I don't know of any other methods for clearing up RAM except for when jailbroken.

Hope I helped.
